Tarleton State University<\/strong> \u2013 Visiting Assistant Professor, College of Liberal and Fine Arts School of Criminology, Criminal Justice and Public Administration (2018 – present).<\/p>\n\n\n\n

    Criminology.<\/p>\n\n\n\n

    FBI Academy<\/strong>, Quantico, VA, Legal Instruction Unit (LIU) legal instructor and adjunct faculty member at the University of Virginia (UVA) (2000 \u2013 2003). Taught a Legal Aspects of Management course to officers attending the National Academy (which received credit from UVA), the entire legal course of instruction for FBI new agents, and numerous short specific trainings for FBI Special Agents, police officers from across the U.S. Lead subject matter expert and program coordinator for the LIU Use-of-Force Program.<\/p>\n\n\n\n

    FBI University<\/strong> adjunct faculty member (1996 to 2018). Certified in the Bureau\u2019s internal “University” to teach Law, Intelligence Operations, and Counterterrorism.<\/p>\n\n\n\n

    Northeastern University<\/strong>, Boston, MA (1990-1995) adjunct lecturer in the College of Criminal hool \u2013 taught classes in Criminal Law, Criminal Procedure, and Business Law (geared to the private security industry).<\/p>\n<\/div><\/div>\n\n\n\n

    Affiliations with current Law Enforcement Consent Decrees being administered by the S. Department of Justice, Civil Rights Division<\/strong>.<\/p>\n\n\n\n

    Appointed by the U.S. District Court for the District of Puerto Rico as an Assistant Special Master in the Puerto Rico Police Department Reform Case. 2018\u2014present.<\/p>\n\n\n\n

    Appointed as a subject matter expert to the U.S. Department of Justice, Civil Rights Division in the Baltimore Police Department Reform Case. 2021 \u2013 present.<\/p>\n\n\n\n

    • Key strategic member of the Executive Management team \u2013providing legal counsel regarding all criminal investigations and national security operations in the Dallas Division. Provide oversight in all legal, compliance, ethics, privacy, operational and internal affairs matters.<\/li>\n\n\n\n
    • Responsible for all legal training of the Division\u2019s 600+ personnel.<\/li>\n\n\n\n
    • Supervise 15 person Office of Division Counsel comprised of two Associate Division Counsel (ADC), six paralegals, three victims specialists and three independent contractors at FBI Dallas.<\/li>\n\n\n\n

      FBIHQ, Counterterrorism Division \u2013 FBI | 2012-2013 (TDY 18 month assignment)<\/strong><\/p>\n\n\n\n

      • Assigned to the Central Intelligence Agency (CIA) as a Senior Detailee to the Counterterrorism Center (CTC) at CIAHQ, Langley, VA, over a year of which was as an acting Deputy Director of CTC.<\/li>\n\n\n\n
      • Played a key role in building coalitions, establishing collaborative partnerships, sharing information\/resources, and overcoming cultural barriers on shared initiatives between the agencies.<\/li>\n\n\n\n
      • Regularly briefed the CIA Director, senior CIA management, and senior FBI management on details regarding ongoing investigations, intelligence operations, and other matters related to protecting the homeland.<\/li>\n\n\n\n
      • Assisted in managing numerous overseas renditions and joint operations – managed communication on sensitive counterterrorism matters\/investigations and responses to active threats\/incidents.<\/li>\n\n\n\n
      • Recipient of the George Bush Award for Excellence in Counterterrorism<\/strong> \u2013 The CIA\u2019s highest counterterrorism award.<\/li>\n<\/ul>\n\n\n\n

        Supervisor of North Texas Joint Terrorism Task Force | 2006-2012<\/strong><\/p>\n\n\n\n

          • Directly supervised over 30 personnel and led numerous high profile terrorism investigations and classified intelligence operations in partnership with other federal law enforcement agencies, local and state police, other US intelligence community members, and DoD partners.<\/li>\n\n\n\n
          • Hossam Smadi and Khalid Aldawsari were two notable investigations managed during this time. The Smadi case was featured in an episode of the American Heroes Channel show FBI Takedowns, and the Aldawsari case will be featured in the Netflix series Terrorism Close Calls.<\/li>\n<\/ul>\n<\/li>\n\n\n\n
          • SWAT Program Supervisor<\/strong>\n

            • Managed the integration of the SWAT Program into the Division\u2019s mission.<\/li>\n\n\n\n
            • Supervised 86 SWAT operations, routine training and team selection, and served as the Tactical Subcommittee chairman for Super Bowl XLV in Dallas.<\/li>\n\n\n\n
            • Successfully managed competing supervisor responsibilities of the concurrent JTTF and SWAT positions.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n

                • 2005 \u2013 Served as Deputy On-Scene Commander in Baghdad as the senior FBI manager of the war crimes investigations of the Saddam Hussein Regime. Supervised three teams of 100+ investigators and operators comprised of FBI, DEA, ATF, USMS, and private security contractors.<\/li>\n\n\n\n
                • 2004 \u2013 Commanded a composite counterterrorism team exploiting a Foreign Terrorist Organization (FTO) in northern Iraq.<\/li>\n<\/ul>\n\n\n\n

                        Military Experience: U.S. Army<\/strong> 20 years of active and reserve service as a Judge Advocate General officer and Infantry\/Special Forces officer. Retired in the Army Reserve at the rank of Major. Numerous deployments overseas in support of special operations missions in Central America, Africa, the Middle East, Haiti and Southwest Asia. Received the Meritorious Service Medal, Army Commendation Medal with Oak Leaf Cluster, Army Achievement Medal, Army Reserve Components Achievement Medal.<\/p>\n<\/div><\/div>\n<\/div>\n\n\n\n
